    A Hawaiian Airlines in-flight manager called his brother as smoke filled his 26th-floor apartment in Honolulu before he and his mother lost their lives in the blaze, the man's brother said. Phil Reller told the newspaper he received a call from his brother, 54 year old Britt Reller, saying he had been taking a shower when he smelled the smoke. He rushed out but was unable to get to their 85-year-old mother, Melba Jeannine Dilley. Both were found dead. Britt Reller had worked as an in-flight manager for Hawaiian Airlines for two years. "Paramedics are expediting emergency treatment with a triage location inside the building," Shayne Enright of the city's Emergency Medical Services department told the Star-Advertiser. Local media has reported that three people are dead and two casualties are believed to have been hospitalised, one in serious condition and the other considered stable. Fire officials were also responding to reports of people trapped in their apartments, the paper said, but had not confirmed them. The Hawaii Red Cross said on Twitter that those evacuated from the building were being accommodated at a nearby park and tended to be volunteers. About 60 firefighters were battling the flames, which broke out shortly after 2 p.m. local time (7 pm EDT) and helicopters could be seen circling the tower. The fire had caused the closure of a major road in front of the condominium complex, the Honolulu police department said on social network Twitter. In London, at least 80 people were killed when a fire gutted the 24-story Grenfell Tower apartments on June 14. Authorities have opened two major investigations into the blaze, the worst in he British capital since World War Two, and have said that criminal charges could be forthcoming. Texting while crossing the street will be banned in Honolulu from tomorrow under a new law which will see violators fined up to $99.The new legislation, which comes into force in the Hawaii capital and surrounding county on Wednesday, will allow police to fine pedestrians for checking their phone while crossing an intersection.For a first offense, they could be fined $15 to $35. A second violation would cost from $35 to $75 and a third in one year could cost from $75 to $99.Honolulu is believed to be the first major city to introduce such a ban which officials are hailing as 'milestone legislation that sets the bar high for safety'.Rexburg, Idaho was the first US city to outlaw texting and crossing the street in 2011, followed by Fort Lee in New Jersey the following year. Both have populations of around 35,000.But this will be the first time a major city has tried such a ban.City Councilman Brandon Elefante had introduced the bill over the summer and it was approved on July 12 by the City Council with only two members - Ann Kobayashi and Ernie Martin - voting against it.'Sometimes I wish there were laws that we did not have to pass, that perhaps common sense would prevail. But sometimes we lack common sense,' Mayor Kirk Caldwell reportedly said at the July 27 signing ceremony.The law states that 'No person shall cross a street or highway while viewing a mobile electronic device.'Some of the included electronic devices are cell phones, paging devices, personal digital assistants, laptops, video games, 'digital photographic devices' or 'digital video recording devices'.The ban does not include audio equipment.The legislation adds: ''Mobile electronic device' means any handheld of other portable electronic equipment capable of providing wireless and/or data communication between two or more persons or of providing amusement.'Exceptions to the ban include people making a 911 call or emergency responders who are working.'The enforcement will be from a law enforcement agency. The Honolulu Police Department has testified, and our office has worked with them in particular on the language to make sure it is enforceable,' Elefante told KHON in May.One of the major factors behind the bill is that pedestrian deaths increased by ten per cent last year up to 6,000 - the highest rate since 1990. Although that rise has not been proven to be tied to smartphone usage, the Governors Highway Safety Association found them to be a common source of distraction for both pedestrians and motorists alike.Of course not everyone is a fan of the new law.Janette Sadik-Khan, a former commissioner of New York City's department of transportation, told the New York Times, the law was 'an easy way out' while the real solution lay in engineering which he acknowledged was 'a lot more difficult, but a lot more efficient.'Honolulu Council member Ernie Martin had also complained the bill amounted to over-legislation, while the city should be focusing on bigger issues such as a homelessness and its rail project having a $3 billion deficit.Meanwhile, the ban could be taken up in California.Last month, the Board of Supervisors in San Mateo County, California, passed a resolution prohibiting pedestrians using cellphones while crossing streets.While the resolution is not enforceable as state law governs such issues, it is expected to go to the California Legislature for statewide consideration in January. The boy was allegedly brandishing a knife at police who were attempting to take him into custody. The incident at Honolulu's Roosevelt High School took place when two police officers attempted to detain the teenage boy, whom school officials described as a "non-active student" and a "runaway". The boy had entered onto school grounds for unknown reasons. School authorities called the police, with Reuters reporting that the boy became combative and brandished a knife when he encountered members from the Honolulu Police Department, then used the blade to slash at the officers. The Honolulu Department of Education said in a statement that "one of the officers fired two shots, striking the male once." The as yet unidentified boy was taken to a local hospital where he was listed in serious condition with non-life-threatening wounds. The school, attended by over 1,400 students, was placed on lockdown for around 90 minutes as police assessed the situation. Hawaii has not witnessed the kind of mass school shootings that have been seen in other parts of the U.S., and incidents of weapons in schools are rare, the police said. It is presently unknown if the officer deliberately targeted the boy's wrist or if it was simply a lucky coincidence that he was not shot dead.
