Saito was admitted to the hospital in 1981, two years after he was acquitted for killing Sandra Yamashiro. He shot Yamashiro and repeatedly stabbed her before dumping her body in a parked car at a mall. Meanwhile, new developments over Saito’s past emerge. Documents from 1993 obtained by Hawaii News Now revealed that Saito had sexual relations with at least three hospital staff members. Saito has been known for his manipulative nature, and sources say sexual relations took place on multiple occasions where he was able to obtain contraband. “He is a very dangerous individual,” said Wayne Tashima, a Honolulu prosecutor who argued in 2015 against Saito receiving passes to leave the hospital grounds without an escort. Tashima added that Saito could commit the same “very heinous and violent offense” he was acquitted of because “he still has ability, or inherent ability, to do another murder or violent crime.” Sources told Hawaii News Now that Saito purchased his plane ticket to California online and paid for his taxi ride and charter flight in cash. He left the hospital with no supplies, but hopped in the cab with a backpack of supplies, including an iPhone and portable charger. He was spotted on surveillance video texting. On the charter plane, he swapped his old clothes before getting to the airport. He used an alias to breeze through security lines, according to Hawaii News Now. The state Department of Health operates the hospital, which houses over 300 patients in Kaneohe. The department said it’s investigating the escape. The FBI and U.S. Marshals are working to track Saito in California. Look, this scumbag is obviously a waste of oxygen. I recommend a swift and inexpensive solution- a firing squad.

Stephen Brown, 23, and his girlfriend, Hailey Dandurand, 20, were charged Saturday evening with second-degree murder in the death of Telma Boinville. Bail has been set at $1 million and $500,000, respectively, KHON-TV reported. Brown was also charged with first-degree burglary, kidnapping, and two outstanding warrants. Dandurand was also charged with first-degree burglary, kidnapping, and unauthorized possession of confidential personal information. She had been bound and gagged with duct tape. Police sources told the station that Boinville’s credit card was found in Dandurand’s pocket when she and Brown were arrested Thursday night. They also had dried blood on their hands. Boinville was a substitute elementary school teacher, the Honolulu Star-Advertiser reported. She also worked as a house cleaner, which is why she was at the home where she was killed. She was helping a friend clean homes to supplement her income, the paper reported. “This put her in the wrong place at the wrong time,” her husband Kevin Emery said, according to the paper. “Every time you see her, there’s a big smile on her face. She’s really going to be missed. You can just feel it in the air. It’s really sad,” said North Shore resident Stephanie Matthew. “It was such a senseless act. I can’t imagine the level of evil one must be to do something like that,” said North Shore resident Lauren Maxton. Police arrested Dandurand and Brown at a Walmart, the paper reported. A second violation would cost from $35 to $75 and a third in one year could cost from $75 to $99.Honolulu is believed to be the first major city to introduce such a ban which officials are hailing as 'milestone legislation that sets the bar high for safety'.Rexburg, Idaho was the first US city to outlaw texting and crossing the street in 2011, followed by Fort Lee in New Jersey the following year. Both have populations of around 35,000.But this will be the first time a major city has tried such a ban.City Councilman Brandon Elefante had introduced the bill over the summer and it was approved on July 12 by the City Council with only two members - Ann Kobayashi and Ernie Martin - voting against it.'Sometimes I wish there were laws that we did not have to pass, that perhaps common sense would prevail. But sometimes we lack common sense,' Mayor Kirk Caldwell reportedly said at the July 27 signing ceremony.The law states that 'No person shall cross a street or highway while viewing a mobile electronic device.'Some of the included electronic devices are cell phones, paging devices, personal digital assistants, laptops, video games, 'digital photographic devices' or 'digital video recording devices'.The ban does not include audio equipment.The legislation adds: ''Mobile electronic device' means any handheld of other portable electronic equipment capable of providing wireless and/or data communication between two or more persons or of providing amusement.'Exceptions to the ban include people making a 911 call or emergency responders who are working.'The enforcement will be from a law enforcement agency. The Honolulu Police Department has testified, and our office has worked with them in particular on the language to make sure it is enforceable,' Elefante told KHON in May.One of the major factors behind the bill is that pedestrian deaths increased by ten per cent last year up to 6,000 - the highest rate since 1990. Although that rise has not been proven to be tied to smartphone usage, the Governors Highway Safety Association found them to be a common source of distraction for both pedestrians and motorists alike.Of course not everyone is a fan of the new law.Janette Sadik-Khan, a former commissioner of New York City's department of transportation, told the New York Times, the law was 'an easy way out' while the real solution lay in engineering which he acknowledged was 'a lot more difficult, but a lot more efficient.'Honolulu Council member Ernie Martin had also complained the bill amounted to over-legislation, while the city should be focusing on bigger issues such as a homelessness and its rail project having a $3 billion deficit.Meanwhile, the ban could be taken up in California.Last month, the Board of Supervisors in San Mateo County, California, passed a resolution prohibiting pedestrians using cellphones while crossing streets.While the resolution is not enforceable as state law governs such issues, it is expected to go to the California Legislature for statewide consideration in January. Tuesday’s decision from U.S. District Judge Derrick Watson in Honolulu stops the administration’s third attempt to indefinitely ban entry into the country by most nationals of Libya, Syria, Iran, Yemen, Somalia, Chad and North Korea. The ban would also prevent some Venezuelan government officials and their families, Fox News reports. “Today’s dangerously flawed district court order undercuts the President’s efforts to keep the American people safe and enforce minimum security standards for entry into the United States,” the White House said in a statement. “The Department of Justice will vigorously defend the President’s lawful action.” Watson, who was appointed by former President Barack Obama, found Trump’s executive order “suffers from precisely the same maladies as its predecessor.” The judge said the new restrictions ignore a federal appeals court ruling that found Trump’s previous ban exceeds the scope of his authority. The latest version “plainly discriminates based on nationality in the manner that the 9th Circuit has found antithetical to … the founding principles of this nation,” Watson wrote. The government has said the new policy was based on an objective assessment of each country’s security situation and willingness to share information with the U.S. A 1952 federal law — the Immigration and Nationality Act, passed in the midst of a Cold War fear over Communist influence — historically gives the chief executive broad authority. “Whenever the president finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may, may by proclamation, and for such period as he shall deem necessary,” Section 212 (f) of the law states, “suspend the entry of all aliens or any class of aliens as immigrants or non-immigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate.” The court’s decision means the justices will now wade into the biggest legal controversy of the Trump administration — the president’s order temporarily restricting travel, which even Trump has termed a “travel ban.” The court made clear that a limited version of the policy can be enforced for now, Fox News reports. “An American individual or entity that has a bona fide relationship with a particular person seeking to enter the country as a refugee can legitimately claim concrete hardship if that person is excluded,” the court wrote. “As to these individuals and entities, we do not disturb the injunction. Stephen Brown, 23, and his girlfriend, Hailey Dandurand, 20, were charged Saturday evening with second-degree murder in the death of Telma Boinville. Bail has been set at $1 million and $500,000, respectively, KHON-TV reported.Brown was also charged with first-degree burglary, kidnapping, and two outstanding warrants. Dandurand was also charged with first-degree burglary, kidnapping, and unauthorized possession of confidential personal information.Her 8-year-old daughter was found alive in another room, the station reported. She had been bound and gagged with duct tape. Police sources told the station that Boinville’s credit card was found in Dandurand’s pocket when she and Brown were arrested Thursday night. They also had dried blood on their hands. Boinville was a substitute elementary school teacher, the Honolulu Star-Advertiser reported. She also worked as a house cleaner, which is why she was at the home where she was killed. She was helping a friend clean homes to supplement her income, the paper reported. “This put her in the wrong place at the wrong time,” her husband Kevin Emery said, according to the paper. Firefighters are battling to save residents trapped in their homes after the blaze broke out at the 36-storey tower. Emergency responders treated several people at the scene and two were taken to a local hospital suffering from smoke inhalation, the Honolulu Star-Advertiser newspaper said. "Paramedics are expediting emergency treatment with a triage location inside the building," Shayne Enright of the city's Emergency Medical Services department told the Star-Advertiser. Local media has reported that three people are dead and two casualties are believed to have been hospitalised, one in serious condition and the other considered stable. Fire officials were also responding to reports of people trapped in their apartments, the paper said, but had not confirmed them. The Hawaii Red Cross said on Twitter that those evacuated from the building were being accommodated at a nearby park and tended to be volunteers. About 60 firefighters were battling the flames, which broke out shortly after 2 p.m. local time (7 pm EDT) and helicopters could be seen circling the tower. The fire had caused the closure of a major road in front of the condominium complex, the Honolulu police department said on social network Twitter. In London, at least 80 people were killed when a fire gutted the 24-story Grenfell Tower apartments on June 14. Authorities have opened two major investigations into the blaze, the worst in he British capital since World War Two, and have said that criminal charges could be forthcoming.
